We are looking for a dynamic and strategic HR Manager based in Romania to lead and elevate our HR efforts for Appen China’s group. This role not only covers full-spectrum HR operations—such as recruitment, onboarding, employee relations, performance management, and compliance—but also requires proven experience in talent mapping, university–industry collaboration, and school partnerships to enhance our talent pipelines.
Key Responsibilities
- Strategic HR Leadership:
- Develop and implement HR strategies aligned with business goals, supporting organizational growth and capability building.
- Lead and coach HR operations to optimize performance and service delivery.
- Talent Mapping & University Relations
- Build and maintain strong partnerships with universities and educational institutions.
- Lead campus outreach initiatives, internship programs, and collaborative recruitment events.
- Design and execute talent mapping initiatives to identify and track high-potential candidates from academic institutions.
- Talent Acquisition & Onboarding
- Manage full-cycle recruitment: sourcing, interviewing and hiring. Conduct regular reviews and updates on the distribution and characteristics of industry talent within the region.
- Ensure candidates are matched to the project team in a timely manner.
- Develop effective onboarding programs to enable seamless integration of new hires.
- Employee Experience & Engagement
- Drive employee engagement initiatives, including performance management, career development, and retention programs.
- Foster a positive, inclusive, and high-performing workplace culture.
- Compliance & HR Systems
- Ensure full compliance with local labor laws and HR policies.
- Leverage HRIS/Workday (if applicable) to streamline HR processes and reporting.
Qualifications & Skills
- Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field (Master’s or HR certification such as PHR/SPHR a plus).
- 7 years+ HR experience, with track record in strategic HR roles. Prefer in AI Data Industry.
- Demonstrated experience in industry talent recruiting and university–industry cooperation, including student sourcing and internship coordination.
- Exceptional relationship-building skills and ability to engage with academic partners and internal stakeholders.
- Strong knowledge of local labor laws and HR compliance practices.
- Excellent communication, planning, and analytical skills.
- Strategic mindset with hands-on execution ability.
