Payroll ManagerPosition Overview
We are seeking an experienced Payroll Manager with deep expertise in staffing industry payroll operations to lead our payroll function. This role requires a seasoned professional who understands the unique complexities of hourly employee payroll processing, multi-state compliance, and the integration between payroll systems and applicant tracking platforms.
Key ResponsibilitiesPayroll Operations Management
- Oversee end-to-end payroll processing for hourly employees across multiple states and client accounts
- Manage bi-weekly or weekly payroll cycles ensuring accurate and timely payment to all field staff
- Process high-volume payroll transactions including regular hours, overtime, double-time, shift differentials, and on-call pay
- Reconcile timekeeping data from multiple sources including client timekeeping systems and contractor self-reporting
- Manage payroll funding, cash flow forecasting, and ensure adequate banking relationships for direct deposit processing
- Oversee garnishments, tax levies, child support orders, and other payroll deductions
System Management and Integration
- Serve as subject matter expert for Paylocity payroll platform, managing system configuration, updates, and optimization
- Maintain seamless integration between Bullhorn ATS and Paylocity to ensure accurate data flow from placement to payment
- Configure and manage automated workflows between timekeeping, ATS, and payroll systems
- Troubleshoot system issues and coordinate with vendors to resolve technical problems
- Lead system implementation projects, upgrades, and enhancements
- Develop and maintain custom reports leveraging Paylocity reporting capabilities
Compliance and Regulatory Management
- Ensure full compliance with federal, state, and local wage and hour laws across all operating jurisdictions
- Manage multi-state payroll tax compliance including registration, filing, and payment obligations
- Maintain current knowledge of Affordable Care Act (ACA) requirements and manage related reporting
- Oversee workers' compensation insurance reporting and premium audits
- Manage unemployment insurance claims, responses, and rate optimization strategies
- Ensure compliance with staffing industry-specific regulations including joint employment considerations
- Conduct regular payroll audits to identify and remediate compliance risks
Team Leadership and Development
- Lead and mentor payroll team members including payroll specialists and coordinators
- Establish performance standards, conduct evaluations, and support professional development
- Design and implement training programs for payroll staff on systems, processes, and compliance
- Foster a culture of accuracy, accountability, and continuous improvement
- Manage workload distribution and staffing levels to meet service delivery expectations
Process Improvement and Strategic Initiatives
- Identify and implement process improvements to increase efficiency and reduce payroll errors
- Develop and document standard operating procedures for all payroll functions
- Lead automation initiatives to streamline data collection, validation, and payment processing
- Collaborate with IT and operations teams to optimize system integrations and workflows
- Participate in strategic planning related to payroll operations, technology, and organizational growth
Stakeholder Management
- Partner with recruiters and account managers to resolve pay-related issues affecting field employees
- Collaborate with accounting team on payroll journal entries, reconciliations, and month-end close
- Serve as primary point of contact for payroll-related vendor relationships
- Respond to employee inquiries regarding pay, deductions, and tax withholdings
- Support client billing processes by providing accurate payroll cost data and markup calculations
Required QualificationsExperience
- Minimum 15 years of progressive payroll management experience
- Extensive background in staffing industry payroll operations with hourly employee populations
- Proven expertise processing high-volume, multi-state payroll in fast-paced environments
- Deep hands-on experience with Paylocity platform including configuration and administration
- Demonstrated proficiency with ATS systems, specifically Bullhorn, and ATS-to-payroll integrations
- Track record of managing payroll teams and developing staff capabilities
Technical Skills
- Expert-level knowledge of Paylocity payroll system
- Advanced proficiency with Bullhorn ATS and understanding of data flow from recruitment to payroll
- Strong Excel skills including pivot tables, VLOOKUP, and data analysis capabilities
- Experience with payroll system implementations, upgrades, and integrations
- Familiarity with API-based integrations between HR/payroll platforms
- Proficiency with business intelligence and reporting tools
Knowledge and Expertise
- Comprehensive knowledge of federal and multi-state wage and hour laws
- Expert understanding of payroll tax regulations, filing requirements, and compliance obligations
- Strong grasp of staffing industry business models including bill rates, pay rates, and margin calculations
- In-depth knowledge of benefits administration, workers' compensation, and unemployment insurance
- Understanding of joint employment considerations in staffing arrangements
- Knowledge ofSOX compliance requirements related to payroll controls

Preferred Qualifications
- Preferred - Certified Payroll Professional (CPP) designation
- Bachelor's degree in Accounting, Finance, Business Administration, or related field
- Experience with additional ATS platforms beyond Bullhorn
- Background with employer of record (EOR) or professional employer organization (PEO) models
- Experience implementing or optimizing Paylocity-Bullhorn integrations
- Knowledge of Power BI or similar business intelligence tools for payroll analytics
- Previous experience in healthcare staffing industry
